How do I crop to a passport photo ratio?

Most countries use 3:4 or 35 × 45 mm. Cropping only changes the frame, not the print size — for a compliant photo with the right DPI and background, use the ID photo tool instead.

Does cropping reduce image quality?

No resampling happens: the pixels inside the box are copied, the rest is dropped. Quality only drops if you later enlarge the crop, which is a job for the upscaler.
